Told to Grade Reviews With "Meets Standards"

I've been instructed to set all my employee assessments with "meets standards" by senior management. This has been difficult for me. I have some exceptional workers who clearly go beyond all the criteria regularly and I can't even provide them a favorable assessment. Now I'm in this bind, should I let them know during the private assessment that this is a leadership requirement or should I remain quiet and proceed... This is very unjust and dishonest, and I detest being participating in it.
