I doubt this came from the factory.

Guess I don’t know what a leaf spring shackle is or where it’s supposed to go. But I don’t see one in the pic based off of the google images for leaf spring shackle. Why do I need it?

taht looks like the rear of the truck so that \*is\* the shackle fix is easy, get a correct pair of shackles and install.

You done been shackled. Many contractors leveled these trucks to haul things like paint and stuff. It's terrible to see since I've always liked how they jacked the back up on old models. Air shocks can compensate for the stance but carying a heavy load will strain your leaf ...

It looks hand made. That said, that’s pretty much how it was designed from the factory. They probably had more metal than money and did what they did because the original rusted and broke.
