When did kids constantly missing school become standard?

It never stops at my school - a student is "sick" one day, sees their school counselor next, has a doctor's visit the day following, just straight-up skips, then participates in a college field trip they're not even interested in. Pupils who skip class "just" once weekly aren't even flagged by me as having poor attendance. Is it a local thing? If it's widespread - how do you help them catch up?
