My town has a code enforcement department. They typically give homeowners a warning for stuff like this, followed by a summons if the violation isn’t corrected.

Call the township to report it. Every place I heard of has restrictions against blocking the sidewalk and the owners can be towed or fined.

Parking on sidewalks is unlawful in *most* jurisdictions, but check your local laws, local ordinances, and state laws. Once determined, drop by your local police station with a picture of the offending vehicle and its license plate.
This is one of the reason it’s good to live in a HOA community. People do crazy things to annoy the neighbors.
