this sounds very suspicious to me what os? when? was it your/your friend's computer, or did it belong to an organization (eg. school, company that employed you)?

it can't fetch the settings html files, like the wii, settings are a html file.
This is different, Wii just loaded local HTML files. This app tried to start a local web server and send a request to it.
i kinda miss the native gui stuff, or just the non-webview stuff. the fact that i have to reinstall edge webview after uninstalling microsoft edge is just annoying.
Using webview is insane. Find a better software. Try main.cpl in the run box which opens the old version for basic settings. It can also be accessed from Control Panel. You can also check your Modern PC Settings app for more settings.
