Someone with an electric vehicle needs to park behind him. It accomplishes two things: it inconveniences him, and it forces him to come find them, meaning they know when a charger is available.

It is something you can get ticketed or towed for in some states, not all This is intentional behaviour known as “ICE-ing”

Bad parking It's not okay but EV only spots should not be a thing. You don't get a special space just because of the car you drive. Park like everyone else.
