Yes, definitely. In the US it's very common to have Honda Accord stock wheels stolen. I'm honestly surprised they didn't take the brakes from this car as well. Those are thousands of dollars
There are stock alloys that could get you $400 for a set. And then there are high end stock alloys that can cost $3k each plus $1k each tire so used set will easily fetch several thousands.
They traded you for a couple weight bearing bricks

How come the thieves went to the trouble to place a block at the exact point they needed to to make sure not to damage the brakes, which are worth a lot more than the wheels? This kind of looks like insurance fraud. If I'm a thief I'm taking the brakes for a couple more bolts....
First thing I thought is if I had a lot of curb rash, this would be a great way to deal with it. Big urban town where the cops aren't going to do jack shit. Comprehensive claims aren't chargeable. New rims and tires, vroom, vroom.
