Funny enough, if a vehicle is going less than half the speed limit (in Ohio anyway) you can legally pass them across a double yellow line. Obviously that's not the case here because of the construction vehicle and sign, but likely a similar law in your state, too.

There is road work ahead causing an extended portion of road to only be 1 lane wide. Long enough to the point that traffic cannot safely see each other to alternate on their own. So these trucks will block and escort traffic themselves.
