These are usually unenforceable. A private company hoping to scare you enough to pay a "violation" ticket.
They can send it to collections and hurt your credit though.

Hold onto that plastic sleeve and stick it on your windscreen if you ever need to park where you might get a ticket. Policy is generally not to issue a second PCN within 24 hours.
I've had a couple of these and usually they write the street name and date on them. Not even sure this one OP got is genuine tbh they dont come like that

Phone wetherspoons and explain you forgot to take a ticket. Most of the times they will remove it.
It’s not one owned by spoons! It’s owned by the council
I'd be reporting that an unauthorized person must have removed my ticket, which they seem to understand is a thing.
I don’t feel that would do anything though 😂
