The post has nothing to do about the person being disabled. Even with the handicap plate or placard you cannot double parked in the straight No parking area between handicap spots.

Wouldn't matter if they were. It's still illegal to park over those striped loading zones, even with a handicap placard or plate. That striped area is a loading zone for a ramp or lift for the handicap spot to its left. Parking like that means someone with a ramp or a lift can...

Immaturity about your brother aside, this is an obnoxious way to park because the hashed area is usually for *both* spots, and parking like this may interfere with someone who has mobility issues getting into or out of the car in the next spot.

Did they have a placard? I have an invisible disability, and I have a placard. Maybe I don't look disabled, but I need to be able to park close by because it's hard for me to walk. Some days I move better than others. That being said, that's a crappy parking job.

They have a handicap... coupon? And the reason those spaces have room on the side is because they may need assistance getting in or out. If they were on the right side of the car and the driver had to help them out then this is how to correctly use the space.

A lot of folks have intellectual or developmental disabilities (I/DD) that don’t present visually as a disability. You really know nothing just because your eyes show you something. Unless they physically told you.

If the passenger needs space to get out, then you back in. You don't encroach into the space for handicapped access for the car next to you.
