I'm wondering if tearaway was the brand, pretty sure they sold surfwear back in the day. It may not be a literal instruction.
The brand is RBX. It looks like a lot of their tags say 'tearaway' in that spot, but some of them also have the little picture of the dotted line with the scissors indicating to cut it. So...kind of confusing. Maybe tearaway was a line within the brand?

I think this was not designed to tear away. They just re-used some text or label on a product where it doesn't apply.
